Because Dust 514 is a name that is a little more established in the gaming industry. Players who left the game will remember that name. It's also a fitting name given the rough times this game has gone through. The game was thought to have died and turned to Dust after Fanfest 2014 but then it emerged back from the dust. Lore wise, I remember that the name Dust may have originated from what happened in the Intaki system when the Intaki residents created a group known as Dust of Intaki. The number 514 comes from what happened during the early testing of the new sleeper implants that were salvaged from sleeper sites deep within wormhole space. Those mercs wearing the tainted implants went crazy and wrote "514" on the walls with blood. All of this, and one more thing.
The Legion name is tainted. I can guarantee that if they tried to release something on PC or PS4 with the name Legion, people would Google Legion, and see everything that happened shortly after the Legion announcement. Any gaming blog or website would feel compelled to include the negative aspects of its history in any stories regarding its development and release.
Whether they keep the name Dust 514, or rebrand the name of the game, they would be wise not to stick with Legion.
